LEAGUE NOTICES

May 5, 2009

The time to have our league meeting before the summer season begins is upon us. We will be holding a Captains Meeting on Tuesday, May 12th at 7pm at the Penalty Box Bar and Grill. Each team is allowed two representatives. We will provide food and beer for everybody. The meeting is MANDATORY! I would like to get a feeling on what the league needs to change, and give you guys all the information on what we will be doing moving forward. Please respond back and let me know how many people will be attending from each team. This will be a great time for everybody to voice their problems with the league. I am here for you guys, and I want to make this an extremely enjoyable and competitive league.

Also attached you will find the flyer for the upcoming season. My goal is to have the league playing by the first or second week in June. Any questions do not hesistate to contact me.

Thanks,
Christian Glowinski

APPROVED RULE CHANGES

NEW RULES IN EFFECT as of January 26, 2009

Effective for the Winter 2009 are the following rules changes approved by the team captains.
  • Fighting and Intent to Injure Appeals
    • Appeals must be FILED BY THE TEAM CAPTAIN within 48 hours of the offense for review.
    • Appeals to the rules committee can only overturn the IBAHL portion of the penalty. Any penalties imposed by USA hockey will stand. For fighting this means a minimum 1 game suspension must be served as required by USA Hockey rules. A fighting appeal can only reverse 2 games of the 3 game suspension and / or the fine, which are IBAHL imposed rules.
  • Tie Games, Overtime and Shootouts
    • If at the end of regulation a game is tied, a 5 minute sudden death 5 on 5 overtime period will be played according to the current rules.
    • If no goals are scored in the overtime period, a maximum 2 round 3 player shootout will occur.
  • The rules governing a shootout are as follows
    1. Prior to the start of each game, each team captain will select 6 players who will participate in the shootout.
    2. Shootout players will be designated by the captain by circling the jersey number on the score sheet.
      • If one of the team captains fails to indicate the player selections for the shootout on the score sheet, no shootout occurs and the opposing team is awarded the win.
      • If neither team captain indicates the player selections for the shootout on the score sheet, no shootout occurs and the game ends in a tie.
      • All players are eligible to participate in the shootout unless they are serving a ten minute misconduct or have been assessed a game misconduct, gross misconduct or match penalty. Captains will be allowed to choose a substitute shooter to replace an ineligible player.
      • No player may shoot more than once during the shootout.
    3. Each round of the shoot out will consist of 3 different shooters per team skating in from the center ice face off circle attempting to score on the goalie. The rules governing the shootout shall be the same as those imposed by USA Hockey for Penalty Shots (see below)
      • The Teams will not change ends for the shootout.
      • The visiting Team will shoot first.
      • The teams shall alternate shots.
      • Each team will be given three shots, unless the outcome is determined earlier in the shootout.
      • The team scoring the most goals in the first round of the shootout wins the game.
      • If both teams have scored the same number of goals in the first round of the shootout, the second round will begin using 3 different players from each team.
      • The second round will NOT be "sudden death" as in the NHL.
    4. If after the second shootout round no winner has been decided, the game ends in a tie and both teams earn 1 point.
    5. The team winning in a shoot out will earn a win for the game and 2 points
    6. The team losing in a shoot out will earn an overtime loss and 1 point
    7. Regardless of the number of goals scored during the shootout portion of overtime, the final score recorded for the game will give the winning team one more goal than its opponent, based on the score at the end of overtime.
  • USA Hockey penalty shot rule
    • The referee shall place the puck on the center face-off spot and the player taking the shot will, on the instruction of the Referee, play the puck from there and shall attempt to score on the goalkeeper. Once the player taking the shot has touched the puck, it must be kept in motion towards the 0pponent’s goal line and once it is shot the play shall be considered complete. No goal can be scored on a rebound of any kind and any time the puck crosses the goal line the shot shall be considered complete.

  • Suspensions and fines for the "new" rules that are effective from the Summer 2008 season can be appealed to the rules committee. Any appeal should be emailed to the rules committee and must be submitted within 48 hours of the offense.

NEW RULES IN EFFECT as of May 12, 2008

NEW RULES IN EFFECT as of April 27, 2007

NEW RULES (voted in at the Captains Meeting before the start of the season).

Last season there was no penalty for players who didn't wear their regular jersey and did not check in. Now there is.

DELAY OF GAME RULE-
If any player is playing without their assigned jersey (lost it or forgot it etc.) and wears a different jersey with a permanent number attached and participates in play without notify/checking in with the opposing team captain & official , (just like in football when a lineman as become an eligible receiver) then that player is ejected from the game (FOR THAT GAME ONLY) and the team will serve a delay of game penalty.
(2 min Delay of Game for Jersey violation)
If the player checks in before participating in play and is verified, there is no penalty.

ILLEGAL JERSEY -(no number permanently attached and / or not a like color)- participates in play then that player is ejected from the game (FOR THAT GAME ONLY) and the team will serve a delay of game penalty. (2 min Delay of Game for Jersey violation)
It doesn't matter if this player checks in and is legal, IF THE PLAYER'S number IS NOT permanently attached to the jersey or not of like color, that player cannot play. The idea of no number permanently attached or wrong color YOU CANNOT PLAY!!!

GOALTENDERS ARE EXEMPT FROM THIS RULE.

Reminder to keep the web site up to date daily email the Rules Committee game results (OT or Regulation Time) and any Game Misconducts. All scores and penalties will be verified weekly.
